Witness protection

Science Fiction/Fiction: An experimental teleportation device fails, phasing the test pilot into another dimension, into three entities that can see and be seen but appear to be invulnerable to injury. This accident makes possible the Witness Corps--trained observers sent to high crime areas to observe and later testify against criminals. The program is so successful that just the presence of a phaser is enough to deter most crimes.
